6月14日，万宁正大·兴隆咖啡文化园里飘出浓郁的烘焙香气，一辆满载咖啡产品的货车正驶出园区，发往内地市场。

去年12月18日，海南自贸港封关首日，正大(海南)兴隆咖啡产业开发有限公司(以下简称正大兴隆咖啡)用一单“进口哥伦比亚咖啡豆+国内优质豆—万宁兴隆工厂拼配深加工—出岛进入内地”业务，拿下封关后首单咖啡品类加工增值免关税订单。

在这一单业务中，进口生豆以“零关税”清单中的原料身份进岛，与国内咖啡豆按一定比例拼配，经烘焙、研磨等工序加工后，产品增值率超过30%，出岛时进入内地市场直接免征进口关税。

“半年过去，我们已经顺利完成多单加工增值免关税订单。”正大兴隆咖啡总经理叶剑说，从“首单”到“常态”，正大咖啡不仅尝到了自贸港政策的甜头，更摸索出一条可复制的路径。

“目前已形成一套标准化操作流程，从海外原料采购、零关税清单匹配、加工排期、增值率核算，到出岛报关、客户交付，每个环节都有明确规范。”叶剑说，这套模式可以快速复制到其他农产品加工领域。

对比封关前的模式，企业感受最直观的是流程和成本的变化。正大兴隆咖啡资深副总裁王孟军说：“封关后，原料进口‘零关税’，加工增值超过30%免关税出岛，一笔订单就能节省一定比例的综合成本，资金周转加快，企业也敢于承接更多定制化、高附加值的大单。”

政策红利之下，企业也在主动求变。半年间，正大兴隆咖啡调整了全球采购体系，向“零关税”清单中的产地倾斜，同时优化了国内原料的采购渠道；生产线升级为柔性加工系统，可以快速切换不同拼配配方；产能布局上，万宁工厂加工能力显著提升；市场渠道方面，除了传统经销商，还直接对接了多家全国性连锁咖啡品牌和新零售平台。

“我们不是被动等政策，而是主动用政策去设计产品、优化供应链。”在叶剑看来，自贸港政策给了企业前所未有的舞台，但能不能跳好这支舞，归根结底要看企业自己的内功。

On June 14th, the strong aroma of roasting wafted out of Wanning Zhengda Xinglong Coffee Culture Park, and a truck loaded with coffee products was driving out of the park to the mainland market.

On December 18th of last year, the first day of the closure of Hainan Free Trade Port, Zhengda (Hainan) Xinglong Coffee Industry Development Co., Ltd. (hereinafter referred to as Zhengda Xinglong Coffee) won the first value-added duty-free order for coffee category processing after the closure with a single order of "imported Colombian coffee beans+domestic high-quality beans - Wanning Xinglong factory blending deep processing - leaving the island and entering the mainland".

In this business, imported green beans are imported into the island as raw materials on the "zero tariff" list, blended with domestic coffee beans in a certain proportion, and processed through baking, grinding, and other processes. After the product value-added rate exceeds 30%, it is directly exempted from import tariffs when entering the mainland market upon leaving the island.

Half a year has passed, and we have successfully completed multiple value-added duty-free orders for processing, "said Ye Jian, General Manager of Zhengda Xinglong Coffee. From" first order "to" normal ", Zhengda Coffee not only tasted the sweetness of the free trade port policy, but also explored a replicable path.

At present, a standardized operating process has been formed, with clear regulations for every link from overseas raw material procurement, zero tariff list matching, processing scheduling, value-added rate accounting, to island customs clearance and customer delivery. Ye Jian said that this model can be quickly replicated in other agricultural product processing fields.

Compared to the pre lockdown mode, the most intuitive experience for enterprises is the changes in processes and costs. Wang Mengjun, Senior Vice President of Zhengda Xinglong Coffee, said, "After the lockdown, the import of raw materials will be 'zero tariff', and processing value-added products exceeding 30% will be exempt from tariffs and exported from the island. With one order, a certain proportion of comprehensive costs can be saved, capital turnover will be accelerated, and the enterprise will dare to undertake more customized and high value-added large orders

Under the policy dividend, enterprises are also actively seeking change. In the past six months, Zhengda Xinglong Coffee has adjusted its global procurement system, tilted towards the production areas on the "zero tariff" list, and optimized the procurement channels for domestic raw materials; Upgrade the production line to a flexible processing system, which can quickly switch between different blending formulas; In terms of production capacity layout, the processing capacity of Wanning factory has significantly improved; In terms of market channels, in addition to traditional distributors, we have also directly connected with multiple national chain coffee brands and new retail platforms.

We are not passively waiting for policies, but actively using policies to design products and optimize supply chains. "In Ye Jian's view, the free trade port policy has given enterprises an unprecedented stage, but whether they can dance this dance well ultimately depends on their own internal strength.
